ABPA: Chapters |
The ABPA encourages the establishment of local chapters in order to
provide a more localized response to member needs. The chapters are established within a
region and can be state wide or more local in scope. A reasonable number of members are
needed to form a chapter. There shall be enough members to have a President, Vice
President, Secretary, and Treasurer. The Secretary and Treasurer positions may be a
combined job. The members of the chapter shall develop a set of bylaws which are
consistent with the Association and Region bylaws.
The prospective chapter must petition their Regional Director for a "Certificate of Charter". Within this petition, the prospective chapter shall include a list of chapter officers and chapter bylaws. The Regional Director shall forward the petition to the Association Bylaws Committee which will review all chapter bylaws to assure conformity with the Association. Once the bylaws are accepted by the Bylaws Committee, the Board of Directors will vote to grant the "Certificate of Charter" which will remain in the custody of the Chapter President or Regional Director until the Chapter is decommissioned. Chapters are encouraged to incorporate and to adopt bylaws, establish a governing board, levy dues, elect officers, and appoint committees. As long as the Chapter activities are consistent with it's bylaws, the Association's bylaws and Articles of Incorporation, the chapter shall be in "good standing".
It is advisable to have a Board of Directors to help steer the activities of the Chapter. The Officers and Board may find it helpful to appoint committees to perform tasks or compile data. There should be interaction with the Regional Director to assure actions are always consistent with Association bylaws. The chapter is required to hold at least one meeting a year. Meetings are an excellent opportunity for the members to express their needs and concerns. Additional meetings are highly encouraged to promote effective communication within the Chapter and Region. Seminars are an excellent tool many chapters find helpful in educating it members and non-members.
Interaction with groups other then ABPA is recommended as a way of educating non-ABPA members on cross-connection control. The number of groups are many and will be different in each local area. This interaction can help others to understand the potential hazards to the water supply and the benefits of a defensible cross-connection control program.
Chapter newsletters have been found to be an excellent vehicle to communicate with the chapter members and non-members to announce scheduled activities or to help educate them on specific subjects.
